Análisis del impacto social de las obras públicas es parte integrante de las evaluaciones de impacto ambiental (eia) en España. En este artículo se analiza el impacto a través de la investigación de las declaraciones oficiales de impacto ambiental y situándolas en un marco más amplio relativo de conceptualización del impacto social que se hace en la legislación aplicable, en las guías metodológicas de análisis para este campo y en los estudios de impacto ambiental concretos. se concluye con unas propuestas de integración de la participación pública en las diferentes fases de evaluación ambiental con objeto de su incorporación en el procedimiento administrativo legal de las eia.

This paper analyzes the social impact of projects within the frame of EIA. The research is done on the official Environmental Impact Statements in a broader theoretical framework regarding the type of social impact conceptualization made by the legislation, the methodological guidebooks, and the specific environmental impact studies. It concludes with some proposals integrating public participation within the several environmental assessment phases to be included into the legal procedure of EIA.
This paper identifies the diverse and different aspects of the political and sociological concept of Climate Justice, starting from the climate as a common and global good, and from the socio-political context of climate change as an issue that has to do with a democratic citizenship. It connects with its origin in Environmental Justice, as well as with the broader agenda of sustainable development that passes through the abandonment of fossil fuels. We then turn to the question of common but differentiated responsibility in the fight against climate change, as well as its multi-faceted and multi-scale nature. All this concludes in the connection of climate justice with a strong sustainable development that results in a new paradigm of Just Sustainability as a more integral proposal for the development of societies. ; En este artículo se identifican los diversos y diferentes aspectos del concepto político y sociológico de Justicia Climática, partiendo del clima como bien común y global, y del contexto socio-político del cambio climático como asunto que tiene que ver con una ciudadanía democrática. Anteriormente, el movimiento medioambientalista se había centrado, casi exclusivamente, en la conservación del medio biogeofísico, así como en la reducción de elementos contaminantes de la atmósfera, la tierra y el agua. El paradigma de la justicia ambiental, sin embargo, ha tratado de incorporar, desde sus orígenes en Estados Unidos hace tres décadas, cuestiones de justicia social en el movimiento medioambiental, con actuaciones de gran éxito nacional. Cities are key actors in the fight against climate change since they are major sources of greenhouse gas (GHG) emissions while at the same time they experience the negative impact of this phenomenon. Mitigating and adapting to climate change requires fundamental changes in urbanism and city automobile tra c. Superblocks, a grid of blocks and basic roads forming a polygon, approximately 400 by 400 m, are one of the instruments for such changes. These type of city Superblocks represent a new model of mobility that restructures the typical urban road network, thereby substantially reducing automobile tra c, and accordingly GHG emissions, while increasing green space in the city and improving the health and quality of life of its inhabitants. Furthermore, the Superblocks do not require investment in hard infrastructures, nor do they involve demolishing buildings or undertaking massive development; they are in fact very low-tech urbanism. The city of Barcelona has been implementing Superblocks as one of the measures to combat climate change with very positive results. The paper analyzes the concept of the Superblock and its relation with climate change in cities. Along these lines, it analyzes the pioneer experience of Barcelona in the development and implementation of the Superblocks, as a radical plan aimed at taking back the streets from cars. The role of political power and institutional leadership has been key in societal acceptance and the achievement of tangible results. But there are also obstacles and drawbacks in the development of these types of Superblocks, such as the necessity to redesign the collective transport network so that car tra c can truly be reduced in cities, the possible negative influence on tra c going in and out of the city, the lack of visible advantages if they are not implemented in the entire city, the risk of gentrification in the areas with Superblocks, public opposition, and opposition from certain sectors of the business community.
La aceptación del cambio climático (CC) lleva implícito el reconocimiento de su origen antropogénico y la responsabilidad de las sociedades actuales para mitigarlo y reducirlo, una posición que tiene un sustrato ideológico que conecta con planteamientos políticos que defienden que el sistema educativo es la institución más adecuada para la Alfabetización Climática (AC) formal de las nuevas generaciones. En este artículo analizamos la situación de la AC en la etapa de la Educación Secundaria Obligatoria (ESO) en España desde la perspectiva de los administradores y educadores. Es una investigación exploratoria basada en técnicas cualitativas realizada en las Comunidades Autónomas de Madrid y Extremadura. Los resultados evidencian mínimas diferencias entre ambas Comunidades Autónomas en relación con el tratamiento que se hace del cambio climático en sus respectivos curriculum escolares a pesar de las diferencias ideológicas de sus gobiernos. ; Acceptance of Climate Change (CC) implies the recognition of its anthropogenic origin and therefore the responsibility of current societies to mitigate and reduce it. This position has an ideological substrate that connects with political approaches that defend that the education system is the most appropriate institution for the Climate Literacy (CA) of the new generations. In this article we analyze the situation of CA in the Obligatory Secondary Education (ESO) stage in Spain from the perspective of administrators and teachers. It is an exploratory research based on qualitative methodology carried out in the Autonomous Communities of Madrid and Extremadura.
